Harvey D. Elmer, 85 of Kenosha, passed away peacefully on Thursday, April 27, 2017, at Villa at Lincoln Park in Racine, WI. Born in Monroe, WI, on May 31, 1931, he was the son of the late Jacob D. and Marie (Kundert) Elmer. He received a Bachelor of Science degree in Civil Engineering and a M.S. in Public Administration. Harvey resided in Fond du Lac and Monroe, WI, before coming to Kenosha in 1969 to make his home. On June 20, 1953, he was united to Patricia Wood at St. Joseph Catholic Church in Fond du Lac, WI. She preceded him in death on October 2, 2001. He was a Capt. In the United States Air Force from January of 1954 until his honorable discharge in December of 1955. Harvey was formerly employed as Assistant City Engineer for Fond du Lac from 1955 to 1957, Superintendent of the Water Dept. in Fond du Lac from 1957 until 1963, City engineer in Monroe, WI, from 1963 until 1969, City Engineer of Kenosha from 1969-1986, Director of Public Works for Kenosha from1986 until 1992, and Director of Engineering for Kenosha from 1992 until his retirement in 1995. He was a member of St. Mary’s Catholic Church, The American Public Works Association, Kiwanis Club, and the Serra Club. Surviving Harvey are his children, John D. Elmer of Phoenix, AZ, Stephen J. (Rosanna) Elmer of Racine, WI, Ann M. (Dean) Camp of Fond du Lac, WI, Janet L. (Don) Stich of Kenosha, WI, Mary E. (Ken) Dahl of Racine, WI, and Catherine A. Elmer of Fond du Lac, WI; seven grandchildren, Catherine, Karen, David, Kelsey, Kimberly, Vittoria, and Jacob; and one great-grandchild, Linden. He was preceded in death by two brothers, Glenn and Alvin Elmer.
