Francis M. Higgins, 94, formerly of Kenosha, late of Mason City, IL, passed away Thursday, August 27, 2009, at the Mason City Area Nursing Home. Born in Maywood, IL, on November 16, 1914, she was the daughter of the late Earl and Carrie (Vendy) Stafford. On January 9, 1965, at the First Presbyterian Church in Kenosha, she married Rollin L. Higgins. He passed away October 4, 1995. Frances was a member of the First Presbyterian Church in Kenosha, an elder of the First Presbyterian Church, President of the Presbyterian Women’s Association for 20 years, Past President of Church Women United of Kenosha, Past President of the State of Illinois Parent-Teacher Association from 1960 to 1962 after having led the local, county and district PTA’s, and she was also Past President of the Fox Lake Public Library. Frances is survived by her two daughters, Arline (Richard) Wisner of Petersburg, IL, and Marilyn Vaccarello of King of Prussia, PA; six grandchildren; twelve great-grandchildren; two step great-grandchildren; and one niece. Funeral services will be held on Saturday, September 5th, at the First Presbyterian Church at 11:00 a.m. Interment will be held at Liberty Corners Cemetery in Salem, WI. Friends may call at the First Presbyterian Church from 10:00 a.m. until the time of the service. Memorials to the First Presbyterian Church of Kenosha or to the Mason City Area Nursing Home, 520 N.
